The One Plan defines how the natural and physical resources of the Region, including fresh water, air, productive land and natural ecosystems, will be cared for and managed by Horizons Regional Council in partnership with Territorial Authorities and the community. The Plan is assessed and modified to adapt to new circumstances and information. Proposed Plan Change 2 (PPC2) concerns water quality improvement, especially in relation to nitrogen leaching from agricultural land.
